Mark Hoban, Employment Minister: "There are some positive and encouraging signs"

The number of people out of work fell by 7,000 to 2.59 million in the three months to July, compared with the previous three month period.

The unemployment rate was 8.1%, down 0.1% on the previous quarter.

The number out of work for more than a year was 904,000, the highest since 1996, official figures showed.

But the Office for National Statistics (ONS) also said the number of people claiming Jobseeker's Allowance fell by 15,000 in August to 1.57 million.

The drop in the number of claimants was the largest since June 2010.

Games boost

The number of people in work increased by 236,000 to 29.6 million, the largest quarterly rise for two years.

The ONS said the Olympic Games was likely to have been a factor behind the jump in employment, with London accounting for 91,000 of the increase.

The number of people in part-time work rose by 134,000 to 8.12 million, the highest level since 1992, when these numbers began to be collected.

This figure includes 1.42 million people - a record number - who would like to work full-time but are unable to find such employment.

With the UK economy in a double-dip recession, a number of economists said the jobs figures presented a puzzle.

"Why are we seeing GDP [gross domestic product] so weak yet unemployment, and particularly employment growth so strong?" asked George Buckley, an economist at Deutsche Bank.

He went on to say that previous quarterly increases in employment of this size had heralded recovery, saying "it is a very exceptionally strong report".

Men, women and youth

David Freeman from the ONS said women were driving the recent fall in unemployment: "The decrease in unemployment over the last three months, it's all down to women. We've actually seen a small increase in the number of men unemployed."

The number of unemployed women fell by 16,000 to 1.1 million, with the number of men out of work rising 9,000 to 1.49 million.

The closely-watched category of youth unemployment saw the number of 16 to 24-year-olds who are out of work rise by 7,000 to 1.02 million.

Employment Minister Mark Hoban told the BBC the figures painted a mixed picture: "There are some positive and encouraging signs there. But there are also some challenges too.

"We're not complacent about youth unemployment - we need to do more to get young people into work."

The shadow work and pensions secretary, Liam Byrne, said the government idea of getting young people who had worked at the Olympics to attend jobs fairs was not enough.

"A simple, fair tax on bankers' bonuses could create a fund of several billion pounds, and we could use half of that to kick start the construction industry... to get over 100,000 young people back to work."

BAE and EADS in talks over merger

UK defence contractor BAE Systems has said that it is in talks with European aerospace firm EADS over a possible merger.

"Both companies would operate as one group by means of equalisation and other agreements but would be separately listed on their existing exchanges," BAE said in a statement.

In a potential tie-up, BAE would own 40% and EADS 60% of the new firm.

Speculation that talks were ongoing sent BAE shares up 8% on Wednesday.

BAE and EADS said that a merger "offers the prospect of significant benefits for customers and shareholders of both companies".

EADS, which is a consortium of aerospace and defence manufacturers from France, Germany and Spain, owns the planemaker Airbus.

On Wednesday, shares in EADS dropped 5.6%.

Under the code of the UK's Takeover Panel, the two parties must now announce a decision on the outcome of their talks by 17:00 BST on 10 October.

"BAE Systems confirms its intention to request an extension to the deadline from the panel if it and EADS are still in discussions at that time," it said.

BAE usually pays shareholders a higher proportion of its earnings as a dividend than EADS.

As a result, if the merger were to go ahead, EADS would pay £200m to its shareholders before completion.

BAE and EADS's normal dividend for the current year would be unaffected.

Summer rainfall 'hit B&Q profits'

B&Q's owner, Kingfisher, says the summer's heavy rainfall cut its profits in the UK and northern Europe by £30m.

It said the record wet weather across the region had a significant impact on customer numbers, leaving sales of seasonal products such as barbecues down by 7%.

It said this meant it had to make higher than usual cuts in prices to shift summer goods.

Profits for the six months to the end of July were down by 16% at £371m.

Its UK and Ireland business was worst hit by the bad weather.

Total sales were down by 3%, with seasonal product sales falling 11% and customer visits to its stores down by 20% in the wettest weeks.

Kingfisher has stores across the world, offsetting some of the weather-related problems of Northern Europe.

Profits in Russia, for example, where the company is expanding fast, were up by 48%.

Kingfisher's chief executive, Ian Cheshire, said: "This has been a tough first half, with unprecedented wet weather throughout the key spring and summer seasons in Northern Europe."

He said the comapny's actions in clearing excecss stock and pushing sales of indoor products had mitigated the worst effects of the weather and these efforst meant it had "exited the first half in as good shape as possible".

He added that the economic backdrop was likely to continue for sometime.

Bank head job to be advertised

The job of the next governor of the Bank of England will be advertised for the first time later this week, the Chancellor of the Exchequer has said.

George Osborne told Parliament that Sir Mervyn King's successor will be announced by the end of the year following a "fair and open" application process.

The job will be advertised in the press on Friday, and the closing date for applications is 8 October.

Sir Mervyn will retire next June.

The advert will run in the Economist magazine on Friday, and then be published on the Public Appointments website.

Job ad

In the advert, the Treasury will say: "The new governor will lead the Bank through major reforms to the regulatory system, including the transfer of new responsibilities that will see the Bank take the lead in safeguarding the stability of the UK financial system."

To qualify for the job, a candidate must "have experience of working in, or with, a central bank or similar institution; or will have worked at the most senior level in a major bank or other financial institution".

Following the advertisement of the role, an interview panel chaired by Sir Nicholas Macpherson, the permanent secretary to the Treasury, will interview the shortlisted candidates.

"The Treasury Select Committee will be invited to hold a pre-commencement hearing once the successful candidate is announced," the Treasury said.

"This will be the first time a newly-appointed governor will be subject to such a hearing."

The new governor will start on 1 July, 2013, and - as per changes likely to be made law in the Financial Services Bill - will be appointed for a single eight-year term.

Among the likely contenders is Paul Tucker, the current deputy governor. Lord Turner, the chairman of the Financial Services Authority, and former Cabinet Secretary Sir Gus O'Donnell are also thought to be favourites for the job.

Bank of Canada head Mark Carney was thought to be in contention, but ruled himself out in a BBC interview.

Facebook boss laments stock drop

The boss of social network Facebook has spoken for the first time of the drop in his company's market value.

Mark Zuckerberg called the drop in his firm's value "disappointing". The value of its shares is almost half the $38 debut price in May.

But he vowed that Facebook will make more money on phones than on desktops.

"Over the next three to five years, the biggest question on everyone's mind is really going to be how well Facebook does with mobile."

Speaking at the TechCrunch Disrupt conference in San Francisco, Mr Zuckerberg said: "Literally, six months ago we didn't have an ad on mobile."

Earlier this year, Facebook launched native apps for Apple's iOS smartphones and its Android rival by Google.

"Ads have to be more integrated into the product on mobile," Mr Zuckerberg said.

Mark Zuckerberg's key message in the interview was that Facebook was focusing on mobile - acting to both improve the way its apps work and finding ways to make money from them.

One of his insights was that the platform was more similar to TV than a PC - ads have to be closely integrated into the product rather than shown to the side of a column.

He added that the benefit was that people were consequently more likely to interact with them, meaning users might prove to be more valuable to the firm when on their handset than on their laptop.

It was also illuminating to hear him describe a previous focus on HTML5 language for mobile apps as being his firm's biggest strategic mistake to date.

Facebook's iOS mobile product manager Mick Johnson recently refused to describe the move in similar terms when he discussed the recent relaunch of the iPhone and iPad app in native code.

His boss's admission is a red light to others building services on the technology.

In another exchange, he joked: "Everything I do breaks but I fix it quicky."

'Moving the needle'

Facebook is the word's most popular social network with 950 million users.

When asked of constant rumours that he was building a Facebook phone, he rejected the speculation and pointed to the site's huge reach.

"If we make a phone we could get maybe 10 million users? Twelve million users? That doesn't move the needle for us.

"Building a phone is the wrong strategy for us."

He admitted the fall in Facebook's share price had made it harder to find and retain staff. "It doesn't help," he said.

"There are tons of people that are super-pessimistic," Mr Zuckerberg said. "I would personally rather be underestimated. It gives us latitude to go out and make some big bets."

Since their debut at $38 in May, Facebook shares have lost 49% of their value. They closed at $19.43 on Tuesday.

Mr Zuckerberg owns about 444 million Facebook shares plus an option to issue another 60 million.

Last month, Peter Thiel, a venture capitalist and one of Facebook's earliest backers, sold much of his stake and made more than $1bn in total from his investment in Facebook.

Cable confirms business bank plan

The government is moving ahead with plans for a government-backed "business bank" to boost lending to UK companies.

The business secretary, Vince Cable, said he hoped such a bank would "shake up the market" and help boost overall lending to firms.

Also on Tuesday, a report by MPs criticised one of the government's existing business support schemes.

The Public Accounts Committee called the Regional Growth Fund "scandalous".

The committee said the £1.4bn scheme to help boost the private sector economies of struggling English regions had so far only seen £60m of funds reach businesses.

Downing Street later defended the Regional Growth Fund, with a spokeman saying that more than half of the companies who had applied for funds were now able to access the money.

Details of what form the business bank will take have yet to be revealed. Nor have any details about what firms it will aim to lend to, or the length in years of any loan agreements.

Mr Cable suggested in his speech that the future business bank could work with commercial banks such as the UK's Co-Op, and the British operation of Swedish lender Handelsbanken.

At the same time, there has been some press speculation that the business bank may, ultimately, simply be an amalgamation of the current range of government-backed financial support schemes for companies, such as Funding for Lending, Enterprise Capital Funds and the Enterprise Finance Guarantee Scheme.

'Growth plan'

Mr Cable also used his speech to say the government is refocusing its industrial policy on supporting key sectors of the economy, such as aerospace, the car industry and science.

Shadow chancellor Ed Balls, at the TUC annual conference in Brighton, told the BBC: "The economy has been choked off through lack of demand. And there's nothing in Vince Cable's announcement that will make any difference."

Later, in a speech to delegates, Mr Balls accused the government of damaging the UK economy through its focus on deficit reduction.

He added that there needed to be a "change of course, and a plan for jobs and growth".

Huawei investing £1.3bn in the UK

Chinese telecoms and computer network giant Huawei Technologies is to invest £1.3bn in expanding its UK operations.

Huawei is to invest the funds in areas such as mobile broadband over five years, creating up to 700 new jobs.

Prime Minister David Cameron said the investment demonstrated that the UK is "open for business".

The company's overseas expansion plans have been met with suspicion in the US and Australia amid concerns about cyber-security.

Earlier this year, Huawei was barred from bidding for a new nationwide broadband installation project in Australia.

Mr Cameron said: "The investment announced by Huawei today demonstrates once again that the UK is open for business. I welcome this and I want to see more companies invest in the UK as we work to achieve sustainable and balanced growth within our economy."

The Chinese firm said that it already employs over 800 people in the UK.

Huawei was founded in 1987 by Ren Zhengfei, who had previously served in the Chinese army, and remains a private company.

"The UK is one of the most important European markets in which Huawei has invested," said Mr Ren.

''The UK is a centre of innovation, has a highly skilled workforce, and is respected internationally for the quality of its legal and educational systems. It is for these reasons we have selected the UK as the location for a number of our centres of excellence."
